Populisme européen. L'heure du renouveau

Et immatériellement.

Depuis la fin du XXe siècle, les partis de type populiste se sont donc multipliés en Europe. 
Un succès constaté par Dominique Reynié. 
Qui se veut cependant plus précis… 
«Il s’agit d’un populisme d’un type nouveau, que je nomme populisme patrimonial parce qu’il est fondé sur la défense conservatrice et virulente d’un patrimoine matériel, qui est le niveau de vie, et d’un patrimoine immatériel, qui est le style de vie.» (1)
D’où vient cette déclinaison particulière du populisme ? 
«Les partis politiques européens qui se sont convertis au populisme patrimonial ont emprunté deux chemins différents parce qu’ils ne venaient pas du même lieu. 
Un premier chemin a conduit les partis de l’extrême droite raciste, ou ses principaux cadres dirigeants, vers le populisme. 
Un second chemin a conduit des partis de la droite de gouvernement, ou quelques-uns de ses dirigeants, vers le même point d’aboutissement.» (2)
Comme le populisme en général, cette nouvelle déclinaison est représentée par un leader. 
Comme lui, elle se réfère à un peuple envisagé de façon abstraite et indéfinie. 
Comme lui, elle s’en prend aux élites et aux immigrés. 
Mais en l’espèce, elle se caractériserait par des paramètres additionnels: aisance avec l’économie de marché, acceptation de la globalisation, rejet virulent de l’Union européenne… 
A noter, par ailleurs, que tous les partis populistes européens dont on observe aujourd’hui le progrès en appelleraient, d’une manière ou d’une autre, à une double préférence nationale: «préférence nationale face aux étrangers de l’extérieur, par le protectionnisme, le retrait de l’Union, etc., et préférence nationale face aux étrangers de l’intérieur, par la reconstitution d’une préférence nationale pour l’accès à l’emploi et, plus encore, pour l’accès aux aides sociales.»  (3)

    Open letter to OPEN VLD : your proposal a low salary of 450 € puts a problem of human dignity and of disrespect of human rights.

    As a Belgian citizen, I am sorry to tell you that I cannot find your proposal (cf. newspaper LE SOIR) to establish minimal salaries to a low level of 450 EUR/ month conform to human dignity. The level of price is high in Belgium and this kind of very low salary gives only the possibility to be a working poor, a situation of NO FUTURE.

    I invite you to read - to read again ? - the message I have sent to Mrs Angela Merkel about this topic. Such low salaries do not give the possibilities to the workers to have a level of life where they can meet their basic needs. Their dignity is not respected.

    How can they manage to feed themselves correctly ? It is the reason why I send this mail the United Nations Special Rapporteur on the Right to Food.

    How can they manage to take care of their health ? It is the reason why I send this mail the United Nations Special Rapporteur on the Right to Health.

    How can they manage to have a correct shelter ?

    How can they manage to build a family life ?

    How can they take care of their children ? etc.

    Your proposal is completely contrary to human rights. I interpret it as a proposal of slavery not conform to the standards and instruments of human rights. If I am not right in my interpretation proove me that I am wrong !

    I ask you to forget your proposal and to stop to study this kind of system where the rich man take such a profit at the expense of the poor that their access to basic needs is fundamentally put in danger.

    Open letter to Frau Angela Merkel : absence of minimal wage in Germany = problem of the dignity of the workers + unfair competitiveness within Europe

    Sehr geehrte Frau Merkel,


    A few weeks ago there was some information on Arte explaining that there is no minimal wage in Germany. An hairdresser explained that the normal salary was around 4,10 € par hour in the sector. This hairdresser paid more than this level salary because she knew that it is impossible to live with such a low level of salary.

    The reporter spoke also about the political debate about a minimal wage in Germany. Some parties support it, others not. Members of your party do not support it and express their dissatisfaction about this idea. They struggle against this idea.

    Dear Mrs. Merkel; these people who need to work and who receive such a poor salary are working poor. They are victims of exploitation.


    This situation is very bad: it implies that people do not have sufficient money to take good care of themselves. How can they eat correctly? What kind of shelter do they have? How can they take care of their children and their special needs? In other terms, where is the respect of their dignity?


    I do not really understand this policy. The constitution of Germany states in the article 1 the importance of dignity. "Die Würde des Menschen ist unantastbar. Sie zu achten und zu schützen ist Verpflichtung aller staatlichen Gewalt."



    This article 1 is written everywhere in Berlin. How is it possible that the German authorities affirm something so important on one side but ignore it in reality, on the other side?


    Dignity - respect of dignity - must be a policy and cannot remain a good intention. The hell is paved with good intentions. There must be practical steps to build a social world where people receive a decent salary from the work they have done. If it is not the case, that implies that a slavery system has been put in place where people are obliged to work for salaries of famine. This system is then incompatible to article 4 of the European Convention on Human rights: "No one shall be held in slavery or servitude". This system is also incompatible with other instruments of human rights like the International Covenant on Economic, Social and Cultural Rights, article 7:

    "The States Parties to the present Covenant recognize the right of everyone to the enjoyment of just and favourable conditions of work which ensure, in particular:

    (a) Remuneration which provides all workers, as a minimum, with:

    (i) Fair wages and equal remuneration for work of equal value without distinction of any kind, in particular women being guaranteed conditions of work not inferior to those enjoyed by men, with equal pay for equal work;

    (ii) A decent living for themselves and their families in accordance with the provisions of the present Covenant;

    (b) Safe and healthy working conditions;

    (c) Equal opportunity for everyone to be promoted in his employment to an appropriate higher level, subject to no considerations other than those of seniority and competence;

    (d ) Rest, leisure and reasonable limitation of working hours and periodic holidays with pay, as well as remuneration for public holidays"

    How do Germany respect this article 7 when people receive a salary of misery similar to one paid in third world countries ? What is the responsibility of your political party in this matter ? It is quite sure that all these workers suffer from a lack of freedom in regard to want. You need to ponder on this.

    In Belgium, my country, there is a minimum wage and that is a good system. This respects the worker and that is very important.


    It is not good that Germany tolerates salaries of misery, salaries similar to these in the third world countries.


    In an open system like the European Union it creates unfair competiveness between member states. Minimal wages cannot compete with slavery wages (4,10 €/hour and less…). And the worst of the situation is the fact that you practice also very low salaries without social security fees.


    In Belgium we have also another problem. Bad paid workers from Germany are sent for a period of a few months to Belgium for working in companies of my country with a low salary of Germany. It is unfair competiveness.


    Voices say in Europe that we need to put social and environmental barriers to imports from countries outside European Union because they do not respect social and environmental European rules. But, in regard of the absence of minimal wage in Germany, I would begin to think the same thing in regard to imports from Germany.


    Barriers belong to development policy of a country. My country, Belgium, needs industry. If the Belgian industry is destroyed by unfair competitiveness within Europe, it becomes nonsense to keep open the economic frontiers of Belgium.


    As a Belgian and European citizen I strongly insist then on the fact that it is then important that your country puts in place a fair competiveness by a good salary respecting the human dignity. It means minimal wages conform to economic and social needs. If you cannot agree with this idea I will give full support to the policymakers so that they act for economic frontiers within Europe. We can deeply regret it but I would always regret that Belgian industry disappears.

    Dans l’accord bilatéral entre les USA et l’UE qui se dessine en vue de créer un formidable marché de libre-échange transatlantique - concrétisation suprême de l’idée de liberté - « l’exception culturelle » ne sera plus respectée !

    Ainsi «l’objet culturel» ne serait plus différencié d’un kilogramme d’orange ! Comme l’écrit Fabienne Bidou, directrice de Zone Franche, cette vision prétend orienter l’organisation des échanges culturels en les réduisant à des échanges de produits (ou services) culturels et, de plus en plus, au seul accès à ces produits culturels. La libre concurrence entre les marchands produirait, par la magie du marché libéré de toute intervention extérieure, une vertueuse stimulation, garante indiscutable de la diversité de l’offre culturelle. Ici nous sommes invités à ne pas finasser en questionnant l’écart entre diversité de l’offre et diversité tout court…

    Le monde culturel s’insurge contre ce totalitarisme en creux du libre-échangisme, prévoyant un étouffement certain de la création, celle-ci n’étant fondamentalement pas du même ordre que la « production » qui s’échange en d’autres espaces, en d’autres temps que ceux du Marché ; qui ne se pense ni se s’évalue en termes d’offre et de demande, de pertes et profits ; qui ne se consomme pas, qui ne s’industrialise pas…

    Mais en ne montant au créneau que pour défendre son exception, le monde culturel (pas celui des industries, non, celui de la création !) ne met-il pas des œillères ? Refusant de voir, ne s’isole-t-il pas ? Car ce totalitarisme en creux du libre-échangisme, compatible avec une certaine démocratie, n’est-il pas en train d'asphyxier d’autres secteurs de la "vie publique" : la santé, l’action sociale, l’aménagement du territoire, le travail, le logement, l’alimentation… N’y-avait-il pas une exception de la santé ? Une exception de l’action sociale ? Une exception de l’enseignement ? Une exception de l’espace public ? Une exception du non-marchand en somme, qu’il aurait fallu défendre contre la norme agressive du Capital et les sabots rageurs du Wall Street Bull ? Pourquoi, si la société civile européenne a accepté la privatisation (en cours) du secteur de la santé ou la gestion managériale du travail social, ne pourrait-elle faire de même avec la culture ? Que voudrait encore dire une exception culturelle maintenue, planant au-dessus d’une réalité soumise, elle, à l’autorité du modèle de la concurrence et de la course au profit ? Serait-elle encore souhaitable ? Cette exception conservée ne perpétuerait-elle pas l’illusion d’une résistance par la culture, uniquement ?

    Une artiste travaillant en milieu carcéral interrogée sur les difficultés qu’elle rencontre pour mener à bien son travail dans un tel lieu, nous a répondu : les détenus avec lesquels je travaille sont constamment soumis à l’arbitraire, alors pourquoi pas moi ? Cette belle humilité, cette façon de trouver normal de subir « la même chose que tout le monde » est une véritable proposition éthique pour le monde culturel : en elle s’esquisse la possibilité de son réel ancrage dans « le monde commun » et, du coup, sa véritable puissance de résistance et de changement …

  7. Le peuple critique la guidance de "ses" élites c'est mal !
    Les "élites" critiquent le peuple c'est bien !
    Logique : le peuple est la variable ajustée par les élites pour conforter leur position ...
    Et jusqu'à preuve du contraire, les médias n'appartiennent pas au peuple : ils sont plutôt la voix des élites qui indiquent la voie au peuple !
    On dit que le peuple a les politiques qu'il mérite : il conviendrait davantage de diore que les élites ont le peuple qu'elles méritent !
    Un peuple médiocre révèle la médiocrité des élites qui l'engendrent ...
    Alors soit les élites se dépassent pour tirer le peuple vers le haut !
    Soit le peuple se dépasse pour se doter de meilleures élites !
    Car il ne suffit pas d'être lourdement diplômé pour mériter le label de bonne élite !
